Alternative Education Programs
Disciplinary Alternative Education Program (DAEP)
In conformance with Texas Education Code (TEC), §37.008, this is defined as an educational and self-discipline alternative instructional program, adopted by local policy, for students in elementary through high school grades who are removed from their regular classes for mandatory or discretionary disciplinary reasons and placed in a DAEP.
Juvenile Justice Alternative Education Program (JJAEP)
The goal of the Juvenile Justice Alternative Education Program is to reduce delinquency, increase offender accountability and rehabilitate offenders through a comprehensive, coordinated community-based juvenile probation system.

Capped & Hub Schools
Public Education Grant (PEG)
As per TEC §29.202 campuses that receive an Improvement Required rating in both the Student Achievement domain and the School Progress domain will be placed on the upcoming school year PEG List. Parent/Guardians at these schools will be notified of the provisions of this law by February 1. PEG student transfers will be reviewed annually by the principal and can be discontinued at the end of the school year due to the student’s failure to follow Attendance Compliance policy and Student Code of Conduct. Schools with space available as determined by the Division Offices may accept PEG transfers. Specialized Transfers
Students may be granted a transfer to a requested school due to extenuating circumstances. Hardship transfers are available after Lottery Notification Day for Kindergarten through grade 12 students. Hardship transfers do not apply to SUS (Separate and Unique Schools) or application only campuses.
Qualifying markers for an eligible hardship are the following:

Before/After School Care
Finish Cohort Final Year
Grandparent in District
The Grandparent In District option is only for students with Parent/Guardians living outside HISD’s boundaries with a grandparent who lives within the boundaries of HISD. The grandparent must provide a substantial amount of after-school care for the student. The transfer is only to the grandparents’ zoned school.
Under TEC §25.001(b)(9) the Parent/Guardian and grandparent of a non-resident student requesting admission to HISD schools shall provide information on the grandparent’s residency and state the extent of after-school care to be provided by the grandparent. A substantial amount of after-school care consists of at least two hours per day for four days during a regular school week. The “Grandparent in District Affidavit” must be resubmitted annually and be notarized by a public notary. Parents must live outside of HISD district boundaries, and the grandparents must live within the attendance zone of the campus to which they are applying.
Sibling Attending
Homeless
As per the McKinney-Vento Homeless Education Assistance Improvements Act, the district shall serve homeless children according to their best interests. The district will attempt to keep a homeless child in the school of origin, except when doing so is contrary to the wishes of the child’s parent/guardian. (“School of origin” means the school that the child attended when they became homeless or the school in which the child was last enrolled.)
Factors to be considered when determining the best interests of the students may include; continuity of instruction, age and grade placement of the student, distance of the commute and its impact on the student’s education or special needs, personal safety of the student, student’s need for special instruction, such as Section 504 or Special Education and related services, length of anticipated stay in a temporary shelter or other temporary location, likely area of the family’s or youth’s future housing, siblings. Language of Instruction
Students qualify for a Language of Instruction transfer under TEC § 29.051 if their zoned school does not have a class to provide such instruction at the appropriate grade level. Additionally, Parents/Guardians of students zoned to a school which offers only dual language instruction at the student’s grade-level have the option of requesting a Program Choice transfer to a school which offers the appropriate Spanish or English language instruction. The designated school that provides the language of instruction with space available will be determined by the district office in conjunction with the Multilingual Department. Peace Officer/Service Member
School Based Employee
Parent Work Location
Used when guardian is employed near the requested school. Work location must be within 2 miles of the requested school or on the route to work.
*Requires the employment verification document to be completed and uploaded. Document is provided while completing the application and once application is submitted.
Special Education
Students with disabilities can apply using the HISD application process for School Choice programs. A student with disabilities who meets the specified school choice criteria and is accepted for admission is required to have an Admission, Review, and Dismissal/ Individualized Education Program (ARD/IEP) or Section 504 committee meeting prior to enrolling in the program to ensure that the student’s IEP or Section 504 plan can be implemented in the school choice requested program. Students of HISD Employees
HISD employees who live outside of HISD boundaries are given the same priority in the lottery as those who live within HISD boundaries. If the parent, at any time during the student’s enrollment, becomes unemployed by the district, their student should be enrolled at their zoned campus. If the student is in Pre-K and is not TEA eligible, the parent must pay tuition.
